Abu Dhabi, 30 June / WAM: The Abu Dhabi Human Resources Authority affiliated to the Department of Governmental Support, organized a virtual forum through visual communication techniques to introduce human resources policies in the Emirate’s Government Apparatus for the year 2020, with the participation of all Abu Dhabi government entities.

This virtual form was organized to build a pioneering and advanced human resource system in government agencies in Abu Dhabi and provide an appropriate work environment for all its employees.

The attending entities discussed the measures taken by the Government Support Department and the Human Resources Authority to implement the remote work system in the Emirate of Abu Dhabi in conjunction with the measures taken by the UAE to limit the outbreak of the new Corona virus, and where the Department issued a circular regarding precautionary measures and preventive procedures to maintain public health and safety, in addition to another circular regarding the guiding rules for work and presence at the headquarters of government agencies, and at the same time, the Authority issued a circular regarding the manual of procedures and controls for remote work in government agencies in the Emirate of Abu Dhabi during emergency circumstances.

His Excellency Ali Rashid Qannas Al Ketbi, Head of the Government Support Department, stressed that the Department is keen to support the efforts of the Human Resources Authority in developing an efficient, effective and more dynamic work system for the post-Coronavirus pandemic.

He also said that activating remote work in many sectors as a result of the spread of the virus, showed the importance of human competencies in the government apparatus and the need to have the skills and experience necessary to deal with various challenges to continue providing the best services efficiently and effectively.

His Excellency said: "The Department of Governmental Support seeks to enable the Authority to improve and develop human capital in Abu Dhabi through the development of an integrated human resources system, characterized by efficiency, effectiveness and innovation in order to contribute in strengthening the Emirate's advanced position in global competitiveness indicators. In this regard, we invite all government agencies to take advantage of the conditions imposed by the last stage to enhance the positives and develop plans, programs and strategies in order to develop the skills and capabilities of the human element and make the most of its potential to be an essential element contributing to the comprehensive development process witnessed by the Emirate.

The Forum reviewed the most prominent additions to the Executive Regulation of Law No. 6 of 2016 regarding Human Resources in the Abu Dhabi Government, under which all powers of government agencies were organized in addition to the rights and duties of the employee. The proposed additions focused on multiple topics, including: support for Emiratisation, organization of public jobs, support for people of determination, organization of appointments, job efficiency, appointments, days and hours of official work, vacations, precautionary measures and termination of service.

In this regard, His Excellency Mohammed Al Hamli, Acting Director General of the Human Resources Authority in the Emirate of Abu Dhabi, declared that the human resources policies issued during the first half of this year, which have been updated, were developed as part of the government's endeavor to establish clear and effective standards in the management and development of government human resources, clarifying the duties and rights of employees of government agencies, providing an appropriate work environment for all its employees, and reorganizing human resources procedures and policies to achieve its goals.

The Forum discussed the details of the executive management personnel affairs regulation in government agencies issued pursuant to Executive Council Chairman Resolution No. 7 of 2020, which includes the provisions related to their employment affairs. The regulation aims to keep pace with the latest legislative updates in the field of human resources.

In this context, His Excellency Hamad Al Shibli, Executive Director of the Policy and Institutional Development Sector at the Abu Dhabi Human Resources Authority, said: “We discussed with representatives of government agencies in Abu Dhabi during the Virtual Forum a set of main and important pillars, with the aim of transferring knowledge and sharing information and ideas that would help us all in effectively managing human competencies and advancing a sustainable and institutional work system.”

His Excellency added that the Forum reviewed the details of the Executive Committee’s resolution issued to delegate some of the powers of the Executive Council to the Heads of government agencies with the aim of activating decentralization and granting government agencies administrative independence in a manner that enables them to improve their performance, in addition to the document of job conduct code for employees of government agencies in the Emirate of Abu Dhabi “the second edition” with aim of introducing employees of government agencies in the Government of Abu Dhabi with the principles of government work.

It was discussed, during the Forum, the mechanism for approving organizational structures in government agencies. Where the Authority stated that the resolution issued by the Executive Council authorizing Heads of government agencies to approve organizational structures below the level of the general framework, including departments, sections and below, will contribute to simplifying the procedures for approving the organizational structure of the government entity and involving in ensuring the efficient preparation of the organizational structure.

The Authority explained, during the Forum, explained the mechanism for measuring the performance of government agencies with regard to human resources.

Mr. Mohammed Al Shamsi, Director of Policies and Research Department at the Abu Dhabi Human Resources Authority, said: "Following up the institutional performance of government agencies, measuring their performance in relation to human resources and Emiratisation, and their commitment to human resources legislations, detecting violations and submitting them to the Executive Council, along with its recommendations, is one of the Authority's main tasks. And we shall continue to work to support all government agencies in order to make correct resolutions within clear and unified criteria, while continuing to monitor and analyze practices to evaluate the performance and practices of the government agency.

Al Shamsi explained that the Authority is concerned to conduct a periodic review of the provisions of human resources policies and propose appropriate amendments, and carry out the studies and research necessary to develop them, and provide technical and legal support to those concerned in government agencies, noting that the responsibilities of government agencies are to fully comply with the provisions of human resources policies, direct all their employees to adhere to their provisions, and monitor the safety and effectiveness of the application on a regular and continuous basis.

It should be noted that the Human Resources Authority announced its wish to organize weekly specialized workshops until the end of the year to review and discuss all human resources policies to enable the employees of human resources departments in government agencies to apply human resources policies in an optimal manner.
